HRVic operates within a Harm Reduction framework to reduce drug-related
harm at an individual and societal level and to promote an informed
and evidence-based approach to drug use.
The philosophy of Harm Reduction is supported by the federal and
all state and territory governments as a key element of the Harm
Minimisation policy framework, as established by the National Campaign
Against Drug Abuse (1987) and continuing through to the current
National Illicit Drug Strategy (Tough on Drugs), the National
HIV Strategy, the National Hepatitis C Strategy and supported by
the Ministerial Council on Drug Strategy.
